Charting a New Chapter: PAGE Indonesia and Bappenas Advance Work Plan for Phase II Implementation

Zoom Meeting, 1 September 2025 — Indonesia’s journey toward a greener, more circular economy has just entered an exciting new chapter. On 1 September 2025, PAGE Indonesia and the Ministry of National Development Planning (Bappenas) convened an inter-agency meeting with five UN partner agencies to shape the work plan for PAGE Indonesia Phase II.

The discussion brought together agencies focal point from UNDP, UNEP, ILO, UNIDO, and UNITAR, each ready to contribute their unique expertise to Indonesia’s green transition. The atmosphere was not just technical—it was charged with energy and a shared sense of purpose.

At the heart of the conversation was one clear ambition: to ensure that Indonesia’s Vision 2045 and the National Medium-Term Development Plan (RPJMN 2025–2029) fully embrace the Circular Economy (CE) as a driver of growth, resilience, and sustainability.

“PAGE Indonesia Phase II is not just about policies on paper—it’s about building systems, skills, and solutions that deliver real impact for people and the planet”
Nizhar Marizi, Director of Environmental Affairs at Bappenas

A Bold, Collective Agenda

In Phase II, the five UN agencies will each take a critical role. Each agency will bring unique strengths to the table:

  • UNDP will weave Circular Economy (CE) into Indonesia’s climate framework (NDCs) through the AKSARA system.
  • UNEP is crafting a financing model to help businesses and financial institutions invest in CE.
  • ILO is mapping the future of jobs and skills in CE sectors.
  • UNIDO will assess industry readiness and support CE adoption in factories.
  • UNITAR is engaging universities to ensure CE principles become part of higher education.

This cross-cutting approach ensures that change doesn’t happen in silos—it flows across policy, finance, industry, education, and the labor market.

Looking Ahead

The meeting concluded with three key milestones: joint planning with ministries, a detailed roadmap of activities, and an official launch of PAGE Phase II in early October 2025. These steps will set the tone for how PAGE supports Indonesia in weaving circularity into its development pathway. The momentum is clear. With PAGE Phase II, Indonesia is sending a powerful message: building a green economy is not a far-off dream, but an urgent and achievable priority—one that requires all hands-on deck.
