
Low Carbon Development Plan (RPRKD) West Java
The Regional Low Carbon Development Plan (RPRKD) is a form of derivative planning
of low-carbon development planning activities at the national level by taking into account
the potential, characteristics, and priority of each pilot province. The main legal basis for the Provincial Government to formulate
this document is Presidential Regulation no. 61/2011 on RAN-GRK which outlines targets
National GHG emission reductions by 2020 can be achieved with contributions from the government
area.
RPRKD contains regional development programs that are directly or indirectly related
to efforts to reduce GHG emissions that are multi-sectoral by taking into account
characteristics, potential, and regional authority, as well as integrated with development plans
area. Activities for GHG emission reduction are carried out or facilitated by the government
using the titles of programs and activities in accordance with the RPJMN, RPJMD, and RKPD.
On the other hand, West Java Province is one of the pilot provinces in mainstreaming
low-carbon development in Indonesia. The commitment has been started since 2011 through
the formation of the Climate Change Mitigation and Adaptation Coordination Team which was later strengthened by West Java Provincial Regulation No. 1 of 2012 concerning Environmental Management and
Environmental Law Arrangement. In addition, the province has also prepared a Regional Action Plan (RAD)
Climate Change by considering various development policies and spatial planning
and pay attention to the characteristics, potential, and regional authority. This RAD is the foundation
reduction of multi-sectoral greenhouse gas emissions in West Java Province. While with
RPJMN 2020-2024 prioritizes low-carbon development where the dynamic model
of the system becomes the main tool for developing plans, so to emphasize the contribution of the Java Province
West in supporting and implementing low-carbon development, the
Regional Low Carbon Development Plan (RPRKD) in West Java Province is developed.
